Reports have been submitted concerning repeated instances of unauthorized contact and privacy violations by suspect entities in possession of confidential owner information from Corbeau BCS2460. These entities are alleged to have engaged in intimidation and coercive tactics against homeowners exercising their lawful rights. Source of leak is identified as StrataCo Property Management of Burnaby BC, and their contractors, via Corbeau council. 

The matter has been referred to the appropriate authorities for investigation. Affected owners continue to be denied access to Corbeau’s official agenda and meeting minutes, and identified conflicts of interest remain unresolved.

2. OVERVIEW OF ALLEGATIONS (UNPROVEN)

Multiple homeowners report a long-standing pattern of misconduct attributed to Kathleen Thomson while acting as a strata council representative and president at Strata Corp BCS2460 (Corbeau). 

The allegations include governance abuses, privacy violations, harassment, intimidation, misuse of authority, financial irregularities, and systemic denial of homeowners’ statutory and human rights. Thomson refuses to acknowledge complaints against her or her brother-in-law, refuses to cease her criminal acts and refuses to recuse herself. 

These allegations span approximately fifteen years and are presented without determination of guilt, for investigative and regulatory review only.

Investigators are reportedly unable to rule out the possibility that StrataCo Property Management, in connection with strata representatives, may be engaged in misuse of homeowner funds consistent with a Ponzi-style scheme across multiple properties.

3. ALLEGED CRIMINAL AND REGULATORY VIOLATIONS

Reported conduct attributed to the subject includes allegations of:

Forgery of strata or corporate documents

Harassment and stalking of homeowners

Tampering with or denying homeowners’ statutory, contractual, and human rights

Tampering with or destruction of strata corporation records

Conspiracy to defraud homeowners

Making false or retaliatory accusations against homeowners who assert their rights

Financial fraud exceeding $5,000

Repeated privacy and data-protection violations involving homeowners’ personal information

Identity theft or misuse of personal identifiers

Targeting of vulnerable owners

Removal of corporate safeguards, reckless endangerment

Acting as an accessory to extortion of homeowners 

Failure to recognize BC Strata Property Act and Claims authority superseding Criminal Code of Canada 

Failure/Refusal to make full disclosures

4. ALLEGED ABUSE OF AUTHORITY AND RIGHTS DENIAL

It is alleged that the subject:

Refuses to recognize homeowners’ human rights and inherent contractual rights

Exercises authority beyond or contrary to the Criminal Code of Canada and the BC Strata Property Act

Refuses to acknowledge or document complaints against herself or associated parties

Refuses to recuse herself despite alleged conflicts of interest

Has operated without meaningful accountability since joining council circa 2010

5. ALLEGED CONFLICTS OF INTEREST

It is alleged that:

The subject has an undisclosed family connection to Allan Grandy, associated with StrataCo Property Management

These conflicts have not been disclosed to the ownership group, ongoing since 2010

Decisions have been made that directly benefit StrataCo and related contractors to the detriment of homeowners

Contractors have allegedly been directed “off record” to target dissenting or questioning owners

6. GOVERNANCE, ELECTION, AND TRANSPARENCY CONCERNS

Reported governance irregularities include:

Approximately fifteen years of questionable or non-transparent council election practices

Owners allegedly required to vote in the presence of contractors or strata agents

Lack of scrutineers and independent oversight

Denial of voting privacy

“Owners-only” meetings or communications not permitted by contractors 

Frequent use of suspect or unverified proxy votes

Removal or non-retention of council meeting agendas and records

Refusal to record meetings

7. FINANCIAL AND RECORD-KEEPING RED FLAGS (ALLEGED)

A review of strata minutes reportedly indicates:

Repeated large special levies with questionable justification

Absence of documented audits, bank reviews, or financial scrutiny

No recorded discussion of manager performance, service failures, or complaints

Automatic rollover of StrataCo Property Management without a written contract

Millions of dollars in owner funds allegedly unaccounted for during the subject’s tenure

These patterns are described as consistent with serious governance and financial control failures.

8. ALLEGED DATA ACCESS AND PRIVACY BREACHES

It is suspected that the subject, along with contractors and associates, has had access to:

Owners and residents lists

Owner communications and correspondence

Building and operational records

Invoices and banking information

Homeowners’ personal and sensitive data

Despite this access, it is alleged that legitimate owners have been categorically denied access to their own information since approximately 2010.

Unlawful entry into owner units 

Additional concerns include alleged tampering with on-site Canada Post mailboxes.

9. ALLEGED RETALIATION AND INFORMATION WEAPONIZATION

It is alleged that homeowners’ personal information has been systematically weaponized to:

Intimidate, harass, or retaliate against dissenting owners

Facilitate financial fraud and subsequent concealment

Obstruct owners from exercising their rights or seeking remedies

Unauthorized Release of Owners' personal information to unknown third parties  for purposes of Extortion 

10. AUDIT AND OVERSIGHT RESISTANCE

Reported conduct includes:

Refusal to permit audits or third-party financial reviews

Rejection of transparency and scrutiny mechanisms

Failure to document complaints, disputes, or dissent

11. RISK AND SAFETY CONSIDERATIONS

Based on prior patterns, contributors report concern that individuals implicated may attempt to identify authors or contributors to this document and respond through retaliatory, coercive, or potentially violent actions rather than addressing the issues through lawful corporate processes.
