Reports have been submitted concerning repeated instances of unauthorized contact and privacy violations by suspect entities in possession of confidential owner information from Corbeau BCS2460. These entities are alleged to have engaged in intimidation and coercive tactics against homeowners exercising their lawful rights. Source of leak is identified as StrataCo Property Management of Burnaby BC, and their contractors, via Corbeau council. 

The matter has been referred to the appropriate authorities for investigation. Affected owners continue to be denied access to Corbeau’s official agenda and meeting minutes, and identified conflicts of interest remain unresolved.

2. OVERVIEW OF ALLEGATIONS (UNPROVEN)

Multiple homeowners and residents across several strata corporations report a long-standing pattern of misconduct attributed to Eran Roubini (and predecessors) while acting in a strata management capacity.

The allegations span more than a decade (including his predecessors) and include claims of privacy breaches, repeated harassment, intimidation, stalking and surveillance, obstruction of statutory rights, cyber-hacking, destruction of corporate records, and human rights violations. These allegations are presented without determination of guilt and are intended solely for assessment by appropriate authorities.

Investigators are reportedly unable to rule out the possibility that StrataCo Property Management may be engaged in misuse of homeowner funds consistent with a Ponzi-style scheme across multiple properties in Lower Mainland. This remains an allegation requiring formal investigation.

3. ALLEGED MISCONDUCT AND IRREGULARITIES

Reported conduct attributed to the subject includes:
Failure/Refusal to make full disclosures
Operating with undisclosed conflict-of-interest 
Unauthorized disclosure of homeowners’ personal and private information to unknown third parties
Refusal to identify recipients of disclosed personal data
Repeated denial of lawful requests for strata records and information
Failure or refusal to produce customer history reports
Alleged interference, deletion or tampering with homeowner correspondence, including incoming emails, denial of access to agendas, meetings, minutes 
Alleged interference with virtual participation at Annual and Special General Meetings (AGMs/SGMs), including Zoom access disruptions
Alleged destruction or loss of up to 17 years of strata corporate records and historical data
Refusal to disclose documentation related to surveillance or monitoring of homeowners
Alleged role as an accessory to extortion
Alleged human rights violations against homeowners
Roubini refuses to acknowledge these complaints against him, refuses to acknowledge breach of trust claims, refuses to cease and desist these criminal acts against StrataCo's homeowner-victims 

4. PATTERN OF ALLEGED INTIMIDATION AND STALKING

A recurring pattern has been reported across multiple properties involving intimidation of homeowners who raise concerns related to audits, financial transparency, fraud, or statutory compliance.
Reported methods include:
Deployment of unknown individuals to homeowners’ residences
Unannounced door visits under the pretext of delivering notices or flyers
Leaving unwanted communication, surveillance 
Testing of door handles during these visits
In some reported cases, unauthorized entry occurred when doors were unlocked
False allegations and ad hominem attacks of their customer-victims  
These actions are described as targeted and selective, focusing on homeowners who request audits, raise concerns about financial practices, or assert statutory or human rights.

5. ALLEGED RETALIATION AGAINST DISSENTING OWNERS

Homeowners report that individuals who:
Raise concerns about suspected fraud or audits
Request access to strata records
Question proxy validity or voting procedures
Protest alleged misconduct by withholding fees
are systematically subjected to heightened scrutiny, harassment, intimidation, or denial of services and information including Unlawful acts of Foreclosure and Extortion 

6. GOVERNANCE AND ELECTION IRREGULARITIES (ALLEGED)

Review of corporate records & Reports of governance concerns include:
Failure to verify proxies at AGMs and SGMs
Absence of independent scrutineers
Potential manipulation of meeting outcomes
Lack of transparency in voting and decision-making processes
Refuses to record meetings, issues "nonsense" minutes 

7. NON-COMPLIANCE WITH BC STRATA PROPERTY ACT (ALLEGED)

It is alleged that the subject:
Demonstrates limited or no adherence to requirements under the BC Strata Property Act
Obstructs owners’ statutory rights to records, complaints, and due process
Operates without meaningful accountability or accessible complaint mechanisms
